Fernando, in order to use these templates we have to upgrade wordpress “Custom CSS” for US$14.97/year right?

These themes are for self-hosted WordPress blog. You don’t need to pay anything. Just upload to your server and activate them.
If you are using hosted wordpress, your choice of themes is limited to those provided by the administrator. Upgrading to Custom CSS does not make you able to change custom theme.
