Words from Inside Adwords shows that Google does take the poor quality Adwords advertisers sites seriously.
Google says it will penalize AdWords advertisers with “poor landing page quality” by setting higher minimum bid.
As you may recall, we began incorporating advertiser landing page quality into the Quality Score back in December 2005. Following that change, advertisers who are not providing useful landing pages to our users will have lower Quality Scores that in turn result in higher minimum bid requirements for their keywords.
This will affect mostly on AdSense Arbitrage practitioners.
AdSense Arbitrage refers to the way some Internet entrepreneurs make money by buying cheap AdWords ads to drive traffic to Made-for-AdSense (MFA) sites. MFA sites do not have useful content. Instead, the only reason for their existance is to earn money from the AdSense.

I did not know that placing images near ads are not allowed. I put referal links next to ads just for the convenience of it, instead of getting proper images.
