It means that it is their choice when to stop payment to the publisher. Google Adsense is only cheating its publishers and its advertisers. Morever, their check never reaches on time. Sometimes your payment never reaches in 4 months. They have set their own monopolistic rules. And there is no rule to safeguard publishers interest.
